About the Program

A stable, prosperous, peaceful, and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues.

The Australia PNG Subnational Program (APSP) comprises of an enabling Facility mechanism and four separately designed programmed activities including Western Province Partnership, Kokoda Initiative Partnership, the Western Province Partnership, and the Subnational Governance Implementation Plan. Each program activity has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.

The APSP Facility will ensure consistency, quality, and value for money in human resource management; financial management and administration; safety and security; procurement and infrastructure; grants management; fleet and transport; information and communications technology; legal services and contracts; gender equality, disability and social inclusion (GEDSI) and safeguarding; media and communications; monitoring, evaluation reporting and learning; and administration, travel, and logistics.

Through an agreed Performance Assessment Framework (PAF) the APSP Facility will provide consistency of approach and opportunities for learning and adaptation across investments and activities. Through individual Monitoring, Evaluation Reporting and Learning (MERL) Frameworks aligned to investment designs, partnerships will aim to achieve intermediate outcomes and end of program outcomes and contribute the APSP PAF.

Managed by Abt Global under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back-office efficiencies, ensure Key Policy priorities of gender, disability, subnational governance, and climate change are consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.

About the Opportunity

The Daru based APSP Facilities and Security Manager will:

  • Apply the Abt security framework for the Western Province Partnership and for Abt personnel from other sectoral programs based in Western Province.

  • Engage with security personnel in Western Province to encourage consistency and quality in the application of respective security frameworks.

  • Manage WPP office and storage facilities (Daru, Morehead), program assets, vehicles, IT infrastructure.

  • Manage compliance, quality, and standards of Abt contracts with security and facility related contractors, (including requisite security accreditations).

  • Coordinate security guarding services for Daru office and accommodation compound, and satellite offices in Western Province as they emerge.

  • Oversight logistics planning for WPP cargo transport and delivery to and within Western Province.

  • Support Deputy Team Leader to manage marine logistics contract services.

  • Facilitate support to WPP program personnel and for Abt sectoral program personnel based in Western Province, for medical emergencies.

  • Facilitate medical evacuations for eligible WPP and Abt program personnel in accordance with ISOS protocols and requirements.

Specific Responsibilities

Safety and Security Management:

  • Develop, update, maintain and operationalise WPP Safety and Security Plan

  • Develop contextualised risk assessments as required.

  • Deliver safety and security awareness briefings, incident reports, advisories and alerts as required.

  • Support programs with risk-based safety and security requirements, including the cash transits to rural locations.

  • Support journey management safety and security (land and water travel), including tools, templates, and procedures.

  • Develop safety and security communications procedures; prepare and maintain standard and emergency communications equipment.

  • Practice and be prepared to implement the Crisis Management Plan.

  • Coordinate emergency responses to incidents and crises and assist with recovery and return to normal business as required.

  • Maintain security of WPP assets and equipment, including IT infrastructure.

Facilities and Contractor Management:

  • Provide security, maintenance, and approved repairs of Abt and GoA offices, storage and warehouses, and accommodation facilities.

  • Maintain supply chain integrity, storage and logistics records for program materials, equipment, and assets for approved program activities.

  • Maintain the WPP Assets and Equipment Register.

  • Support procurement, contracting, management and mentoring of security service providers.

  • Support the procurement and contract oversight of facilities management and maintenance service providers.

  • Support coordinated forward planning of staff and cargo movements within Western Province.

  • Oversight the management of Western Province-based WPP fleet vehicles.

  • Monitor, track, and report on the utilisation of WPP fleet vehicles to ensure compliance with Abt’s vehicle usage policy.

Medical Emergency Response:

  • Provide awareness to WPP program personnel with respect to ISOS medical response/insurance protocols and requirements.

  • Facilitate support to WPP program personnel and Abt sectoral program for medical emergencies.

  • Facilitate medical evacuations for eligible personnel in accordance with ISOS protocols and requirements.

Specific Deliverables

  • Safety and Security Management Plan updated and implemented.

  • Safety and Security risk assessments, protocols, procedures implemented.

  • Security Service Provider Contracts managed to quality and standards.

  • Facilities and Service Provider Contracts managed to quality and standards.

  • WPP Assets and Equipment and Register maintained.

  • WPP Storage and Logistics Register for movement program materials, equipment, and assets to activity sites .

  • Western Province Partnership Team Leader and Deputy Team Leader

  • Abt PNG Safety and Security Manager

  • Abt PNG ICT, Logistics and Facilities Manager

  • Western Province Partnership Operations Lead

  • AHC Security Personnel (PoM based)

  • Key program subcontractors operating in Western Province.

About You

For applications to be considered, a response to the key selection criteria below must be provided.

  • Demonstrated at a minimum a Level 6 Diploma in Safety and Security discipline or demonstrated equivalent experience.

  • Advanced qualifications or demonstrated experience in Facilities, Logistics, Warehousing, and Inventory Management (or similar).

  • Certificate IV in Frontline Management (or equivalent).

  • Demonstrated 8 to 10-years’ experience in safety and security management including development and operationalisation of Safety and Security Plans and Crisis Management Plans.

  • Experience operating in Melanesian Pacific context – preferable PNG.

  • Advanced First Aid and possess a Class 3 PNG Drivers Licence

  • Understanding of PNG and Western Province security, social, and political context.

  • Understanding of the strategic purpose of the Australian PNG Partnership.

  • Experienced in managing and maintaining facilities including office spaces, storage, and vehicle fleets.

  • Capacity to work in challenging environments with Excellent communications skills in a culturally diverse setting.
