Abt Associates Senior Learning and Development Specialist in Rockville, Maryland


  • Abt Associates Talent Management team is searching for a Sr. Learning and Development Specialist to support a growing organization with over 3,500 employees in 50 countries and reporting to the Director, Talent Management. As a learning expert, you will leverage your knowledge and skills in instructional design, e-learning development, virtual and in-person facilitation, and , project management to develop enterprise training programs that address business needs. This is a hands-on generalist role and best fits someone with a solid background in full cycle learning and development, and is looking for a place to contribute their expertise to enhance the learning culture at Abt.

  • The role will require the ability to partner with technical subject matter experts across functions and translate their knowledge into meaningful and high impact training curriculum. The learning professional must be flexible, possess strong organizational skills, collaborative, and inquisitive with a growth-oriented mindset who is not afraid to ask questions and offer out-of-box solutions to internal clients at all levels. Experience developing curriculum for manager training programs, business concepts, and project management are a plus.

Key Roles and Responsibilities

  • Develop, enhance, deliver and/or support existing and new enterprise training programs in various settings such as classroom, e-learning, and on-the-job, etc.

  • Partner with various divisions, departments and their HR Business Partners to assess training needs, support interdepartmental learning, and ensure training outcomes are met.

  • Support the design and implementation of new programs that align with and/or advance Abt’s culture such as leadership development, mentoring, and workforce planning.

  • Support existing initiatives such as the annual performance management process, certificate assistance programs, and client-initiated learning events.

  • Support the learning team through supporting our LMS as needed.

  • Design e-learning and training content.

  • Deliver and facilitate training to diverse audiences’ in-person and online.

Preferred Skills

  • Proven experience as an HR and/or learning professional in a corporate business setting serving a diverse and global population, a plus

  • Excellent project management, communication, presentation, and public speaking skills

  • Proven experience and knowledge applying training and development principles and adult learning theory

  • Must have strong interpersonal skills, be able to perform in a team environment, collaborate with others, handle multiple projects, be flexible with change, and meet deadlines.

  • Advanced working knowledge of Microsoft Office applications, to include SharePoint and MS Teams.

  • Instructional design skills, knowledge of ADDIE and or SAM

  • Working experience with Articulate Storyline and Adobe Captivate learning content authoring tools.

  • Working experience with learning management systems.

Preferred Qualifications

  • 6-7 years of experience in human resources as a Program Manager, HR Generalist or HR Specialist, with at least 4 years in learning and development as a program manager, instructional designer, trainer and/or learning specialist, or similar.

  • Bachelor’s degree in Education, Human Resources, Business, Computer Science, or related field or the equivalent combination of education and experience. Master’s degree, a plus.

Minimum Qualifications

Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
