Opportunity

Abt Associates seeks a Senior Finance and Contact Analyst (FCA) to support the USAID-funded Sustaining Health Outcomes through the Private Sector Plus (SHOPS Plus) project, a global project that catalyzes public-private engagement to increase access to and use of priority health services, improving the equity and effectiveness of the total health system. A key mandate of SHOPS Plus is to increase the role of the private sector in the sustainable provision and use of quality family planning, maternal and child health, and HIV/AIDS products and services in developing countries.

Under the supervision of the project Finance and Contracts Deputy Director, the Senior Finance and Contact Analyst (FCA) provides general project financial, contractual, logistical, and human resource support and oversight for designated countries and/or COR activities. This position requires significant interaction and coordination between field staff, home office technical staff and home office support departments, excellent communication and leadership skills, and problem solving abilities. The role requires an understanding of field office challenges and project goals and objectives, a strong desire to analyze, investigate, and resolve issues, ability to collaborate and lead through others, and a focus on continuous improvement.

Key Roles and Responsibilities

Financial Responsibilities:

  • Financial Administration:

  • Maintain monthly financial tracking tools

  • Reviews expense reports from employees and subcontractors, reviews purchase requisitions and vendor/subcontractor invoices
  • Ensure that tracking tools are up to date and contain all correct rates and salaries
  • Ensure technical project employees receive and understand all financial information such as accruals and expenditures
  • Budgeting:

  • Prepare field office budget development for yearly work plans

  • Risk Analysis:

  • Conduct risk analysis; initiate improvements; review non pricing risk factors, such as conflict of interest, and develop solutions

  • Prepare financial data for contract reviews
  • Review the monthly ROVs (field accounting documentation) of assigned country programs for submission to accounting and invoicing to client

Contract Management:

  • Contract Procedures:

  • Define contract management procedures; inform and train Abt employees and contractors on contractual procedures

  • Compliance:

  • Ensure compliance to contract / subcontract requirements

  • Ensure field employees and other Finance and Contract Administrators track on compliance
  • Project Tracking:

  • Track submission of contract deliverables; ensure Project Director or quality control has reviewed

  • Client Interaction and Client Support:

  • Respond to requests from the client on topics such as project financial reports, obligation, etc.

Procurement:

  • Consultant Administration:

  • Prepare consultant agreements, ensure all backup information is according to Abt and client’s standards

  • Identify tasks and activities that require client’s approval
  • Monitor implementation of subcontracts and prepare modifications if necessary, in collaboration with Contract Ops
  • Subcontract Setup and Review:

  • Review and negotiate terms and conditions with vendors and other suppliers

  • Create modifications to subcontracts and work with contract ops if necessary
  • Draft specialized contract correspondence to clients on various contractual issues that arise during performance; negotiate on outstanding contract issues
  • Work with contract department to create new and modifications to (sub)contracts. Resolve any outstanding issues and determine special contract clauses
  • Review and receive vendor/subcontractor invoice and ensure timely submission for payment
  • Site Office Procurement:

  • Provide financial and administrative support for all procurement activity in assigned country programs, assisting in preparing RFQ’s, RFPs/RFAs, reviewing quotes and assisting in selecting vendors and preparing justifications

  • Review all purchase requests to ensure compliance to the contract
  • Ensure deadlines are met

Human Resource Support:

  • Serve as primarily project liaison with Abt’s Human Resources department on personnel issues, such as recruitment and hiring of staff, employee benefits tracking and administration, performance reviews and assist in preparing consent requests or justifications for salary increases and TCN or expatriate allowances
  • Provide training and guidance to field staff on the use of the application of Abt and client standards and financial systems; provide training on office administrative procedures; and organize regular F&A meetings with field staff

Legal:

  • Liaise with Abt Associates’ legal department as needed to advise site office staff on legal issues affecting operations in country

Security:

  • Liaise with Abt Associates’ security department as needed to advise site office staff on security issues in country

IT:

  • Liaise with Abt Associates’ IT department to solve connectivity issues in the field and assist with onboarding and timesheet submissions

Startup / Closeout:

  • Support new site start up by providing guidance on administration policies and procedures
  • Provide general administrative support to the field offices
  • Oversee the contract and finance activities of field employees

Logistics:

  • Assist and advise on international and domestic logistics arrangements, including travel arrangements for staff and consultant TDYs, project and regional trainings

Preferred Skills / Prerequisites

  • Degree in Finance, Accounting, Business Administration, International Development or equivalent
  • Bachelor’s degree and 6 years relevant experience; or Master’s degree and 5 years relevant experience
  • Familiarity with Federal and USAID Acquisition Regulations (FARs and AIDARs)
  • Extensive knowledge of Excel spreadsheet programs
  • Strong analytical and computer skills, ability to handle multiple tasks efficiently, and familiarity with Internet resources
  • Excellent inter-personal, communication and organizational skills
  • Excellent written and communication skills
  • Good management and planning skills of project tasks
  • Fluency in French is desirable

Minimum Qualifications

  • BA/BS Degree with 6 years of experience OR the equivalent combination of education and experience
