Abt Associates Business Systems Analyst 3 in Rockville, Maryland


Abt Associates seeks a qualified Business Systems Analyst 3 to support the Data Science, Surveys, and Enabling Technologies Division.

The Business Systems Analyst 3 will provide technology and business consulting services to the company’s diverse portfolio of projects. Responsibilities include documenting, analyzing, and configuring information and communications technologies (ICT), which support the business processes and management information requirements of the company’s projects; analyzing and documenting business requirements, determining and validating acceptance criteria through system testing, and providing documentation and training. The incumbent will also update staff on systems and procedural developments, provide insights into the appropriate application of technology, support internal and external proposals, and direct the work of the development team on the specified project. Additionally, the Senior Business Analyst will be responsible for substantial contributions to proposal efforts.

The Business Systems Analyst 3 will need to be able to support multiple initiatives at any one time of various levels of effort. The scope of each project varies greatly from brief consulting sessions of less than one day to ongoing or recurring multi-year engagements resulting in thousands of cumulative hours.

Key Roles and Responsibilities

  • Analyzes business problems to determine appropriate technical and/or non-technical solutions. Serves as knowledgeable business resource to project staff in all phases of the development and implementation of new systems and process improvements. This involves: (a) setting expectations of what can be realistically expected, (b) addressing issues of sustainability, (c) tying technology back to the ultimate project goals. Openly, respectfully, and convincingly share ideas and reservations with senior level staff

  • Elicits business requirements to document user stories. Defines acceptance criteria using business language and verifies code meets acceptance criteria using manual and automated testing procedures

  • Development and maintenance of the required system documentation for all development projects

  • Acts as liaison to system developers, product owners, and project management; establishes and prioritizes product backlog in partnership with the project team, documents the sprint/release plans, and facilitates meetings among technical team and larger project team

  • Works with developers as needed to develop detailed task estimates, provide explanation of user stories, and track completion against sprint plans. May configure systems for prototyping or for final use

  • Documents existing business processes, and works within DSET to determine new or improved processes

  • Supports multiple initiatives at one time, appropriately balancing and prioritizing each effort while setting realistic expectations for a diverse set of stakeholders

  • Responsible for Quality Assurance –developing RTM and test plans and scripts documenting any issues and ensuring errors are corrected

Preferred Skills / Prerequisites

  • Ability to manage and prioritize multiple smaller projects or workstreams simultaneously

  • Ability to be flexible about project changes and dynamically mitigate risks in the moment with mid-course corrective action

  • Ability to appropriately manage expectations regarding scope, schedule, and budgetary parameters

  • Excellent problem solving, analytical, collaboration, listening, verbal and written communication skills

  • Understanding and experience with project management methodologies and discipline

  • Experience managing a team of 2-3 people and/or leading major tasks in complex system development projects

  • Understanding of the federal procurement process and experience with proposal writing, solution development, and developing level of effort estimates

Minimum Qualifications

  • Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
