About the Program

Abt PNG Shared Services supports five Abt programs based in PNG. This Shared Services Platform supports the five programs triaged and prioritised based on risk.

The five programs are;

  • Australia PNG Economic Partnership (APEP)

  • Australia PNG Subnational Program (APSP)

  • PNG-Australia Transition to Health (PATH)

  • PNG Partnerships for Improving Education (PIE)

  • PNG Women in Leadership (PWL)

About the Opportunity

The People & Culture (P&C) Operations Manager is responsible for providing strategic leadership to the P&C operations Team to ensure effective and timely delivery of P&C Operations strategies to all PNG Programs.

Key responsibilities

The P&C Operations Manager is responsible for effectively managing the P&C Operations Team to ensure timely delivery of operations functions that support business needs through the following areas.

Leadership

Effectively manage the team to delivery key operations functions including:

  • Visa Management

  • Staff Induction and Onboarding

  • Staff Probation Review

  • Abt Global Performance Review, Evaluation and Planning (PREP)

  • Adviser Performance Assessment (APA)

  • Non-citizen Technical Assistance (NCTA) Performance Assessment

  • Learning and Development

  • Performance Management

  • Employee Relations

  • Atlas data management and Reporting

  • EAP

  • Staff Demobilisation

  • Provide sound leadership, coaching, mentoring, and training to develop all team members and ensure the team is equipped with the relevant resources to succeed in their roles.

  • Demonstrate leadership by role modelling Abt values, code of conduct and policies across all levels of engagement.

  • Provide timely feedback to the team to address performance gaps by creating an environment based on mutual respect and trust to foster constructive engagement and feedback.

  • Ensure timesheets and leave forms for the team are accurate and approved on time for payroll processing.

  • Set Strategic annual performance goals for the People & Culture Operations Team and ensure team goals are recorded in Atlas on time and annual performance reviews are completed as per schedule.

  • Ensure probation reviews for new team members are completed on time.

  • Design, implement and review the learning and development framework to ensure consistency and effectiveness of all levels across the organisation fostering continuous professional development.

  • Design and implement People & Culture Operations strategies and initiatives that align with Abt business strategy.

  • Ensure People and Culture initiatives/programs are engaging, collaborative in design and of a high standard to allow Abt to attract, retain and build staff capabilities.

  • Manage the development, implementation, and ongoing improvement of a high- quality Staff Induction and on boarding program.

  • Review and provide feedback on all P&C Operations initiatives to the Senior P&C Manager to ensure it is fit for purpose.

  • Ensure Abt diversity and inclusion principles are reflected in all aspects of people and culture operations initiatives and programs. Fostering a culture of mutual respect and trust.

  • Ensure the Annual Shared Services Calendars are updated in SharePoint on time before the Abt financial year commences.

  • Ensure all Staff Training is delivered on time and to budget within the Abt Global financial year.

Client Engagement

  • Maintain a close working relationship with all Program Team leads and Operations Leads.

  • Provide timely updates to Operations Leads and Senior Executives on key P&C Operations initiatives.

  • Provide high level advice and support to senior executive team on people issues and foster a win-win solution to address performance issues.

  • Provide timely advice to managers to ensure staff performance issues are addressed on time and managed according to policy.

  • Regular engagement with the EAP Service Provider to host brown bag sessions relevant to prevailing circumstances.

  • Provide High level operational support and advice, partnering with managers across all aspects of the People and Culture operations function, including leading effective strategic people management and problem solving.

  • Provide continuous awareness to staff on key HR policy matters including employee code of conduct, respect at work and conflict of interest.

  • Provide sound advice to the leadership team to steer organisational response in key program activities to achieve its people and culture objectives.

Operations

  • Maintain and implement People and Culture Operations processes, program and initiatives that delivers Abt Global strategic objectives.

  • Respond to and resolve day to day people and culture enquiries, escalating when appropriate.

  • Ensure confidentiality is maintained throughout the organisation for all People and Culture processes where applicable.

  • Effectively conduct all Employee Relation (ER) matters on time and ensure compliance to policies and procedures when addressing ER issues. Ensure all policy breach are investigated thoroughly and fair application of disciplinary actions are carried out in compliance to Abt policies and procedures.

  • Effectively manage and deliver the Abt Performance Review, Evaluation and Planning (PREP) process for all programs in compliance with Abt policies and procedures.

  • Effectively manage the Jira HR helpdesk Ticketing systems to ensure employee queries raised under P&C Operations are resolved within the service level agreement time frames.

  • Effectively manage all People and Culture Operations Trackers in Smartsheet, share points, MS Team and ensure team are focused on delivering to business needs.

  • Ensure the Business organisational structure is up to date in Atlas.

  • Effectively manage the Employee Awareness Program (EAP) according to contractual agreement.

  • Liaise with Brisbane Head Office to generate monthly HR Reports for all PNG programs and provide monthly staff listing updates to Operations Lead’s when requested.

Key deliverables

  • ATLAS- drive for audit compliance with applicable Abt Associates guidelines and manuals.

  • Manage all HR Operations processes in a efficient and timely manner.

  • Ensure all KPI for the P & C Operations Team are achieved.

  • Ensure Atlas Goal Setting and Annual Performance Reviews (PREP) schedules communicated to all eligible employees and staff assistance is provided to complete PREP activities.

  • Ensure the Annual Training Calendar is updated and available for staff to view and all trainings are captured on time.

  • Ensure all training schedule for the year are conducted on time according to budget.

  • Ensure timely preparation and delivery of HR related reports as required.

  • Ensure all HR development activities are conducted in an efficient and timely manner and in accordance with Abt Associates policies and guidelines.

  • Ensure all Adviser Performance Assessment’s (APAs) are tracked and logged on tracker on a weekly basis.

  • Key HR policies and procedures are reviewed, developed and implemented.

  • Develop and maintain knowledge and understanding of Papua New Guinea labour (and related) legislation, regulations, practices, and instruments.

  • Undertake all work in a confidential manner, using tact and discretion at all times.

  • Ensure Non-Citizen Contract Agreement and Performance Review processes are tracked and registered in a timely manner.

  • Keep accurate records where required through R-Drive and ATLAS

  • Be consistently responsive to client needs – internal and external.

  • Provide support to monitor P&C compliance in records management both hard and soft copy files through R-Drive and ATLAS- drive for audit compliance with applicable Abt Associates guidelines and manuals.

  • Manage all HR processes in a timely and quality manner.

About You

  • For applications to be considered, a response to the key selection criteria below must be provided.

  • Degree in HR or relevant tertiary qualifications in Human Resource Management

  • 3-5years experience working in development sector or similar environment working in complex programs

  • Demonstrated experience managing, leading, and mentoring a diverse national team and commitment to the principles of inclusion, localization and equity

  • Demonstrated experience in managing Performance Management, Learning & Development, employee relations and broader knowledge of HR operations.

  • Demonstrated experience and ability to work in team environment supporting and mentoring junior team members.

  • Strong analytical, written, and verbal communication skills, with demonstrated experience in preparation of quality reports and communications contribute to various reporting requirements. Familiarity with donor reporting requirements would be an asset.
