About the Program

The Australia – PNG Economic Partnership (APEP) is a multi-sectoral investment to assist GoPNG to create a stable and more prosperous country. The investment is a key coordination point from which Australia delivers its economic development support to PNG in alignment with the Comprehensive Strategic and Economic Partnership (CSEP). The Australian Government is committed to delivering the Partnership in accordance with the principles of integration and alignment with PNG’s economic sector policies, systems and processes.

The Partnership’s policy objective is to assist PNG in its efforts to achieve sustained growth, capable of lifting the standard of living of all citizens, while also ensuring Australia maintains its reputation as PNG’s economic partner of choice.

The Partnership has gender equality, disability social inclusion (GEDSI), women’s economic empowerment (WEE), climate change, economic dialogue and open government positioned as cross-cutting objectives across all engagement areas.

About the Opportunity

The Climate Change Adviser will work closely with the locally engaged Climate Change Coordinator to progress the implementation of APEP’s Climate and Disaster Resilience for Economic Growth Strategy.

This will include undertaking an initial risk assessment of climate change impacts for each of APEP’s pillar areas and developing appropriate interventions and actions. The Adviser will play an important capacity building role, both within APEP, and externally with PNG partners.

The Climate Change Adviser will ensure that APEP’s climate support remains aligned to DFAT and GoPNG’s climate objectives.

Specific Responsibilities

The Climate Change Adviser will:

  • Undertake a risk assessment of climate change impacts across all the pillars with a view to further refining and targeting APEP’s climate strategies and responses.

  • Based on the risk assessment, develop a work Plan outlining how the Climate Strategy will be implemented.

  • Assist the pillar teams to translate climate strategies and mainstream actions into work plans and activity designs.

  • Provide technical climate advice and support to the APEP pillar teams, including input to the development of screening or tasking notes as required.

  • Act as a strategic and technical liaison point between APEP and other DFAT programs to identify opportunities, synergies and areas for coordination.

  • Provide technical climate support and advice to DFAT and PNG partners as requested.

  • Design and deliver climate related training to APEP staff and other stakeholders as required.

  • Coach and mentor the Climate Coordinator.

  • Foster locally led approaches by working through local organisations to deliver APEP’s climate support wherever possible.

  • Work closely with the APEP GEDSI Unit to ensure that special consideration is given to the impacts of climate change on women and people with disabilities.

  • Work with the APEP Economic Research & Dialogue team (and other pillar teams) to identify knowledge or data gaps and propose research topics to address these gaps.

  • Work with the APEP MERLA team to integrate DFAT’s annual climate finance reporting requirements and performance indicators into APEP’s MERLA Plan and System.

  • Work across all the pillar teams to identify and address capacity development and training needs within APEP and its partners, including in Government, drawing on regional networks where available.

  • Any other reasonable duties as agreed.

Specific Deliverables

The Climate Change Adviser will be required to deliver:

  • A Risk Assessment Report outlining risks and identifying opportunities for APEP support – within six weeks of commencement.

  • A Work Plan which outlines APEP’s support for climate change under each of the pillars - within three months of commencement.

  • Regular reporting which highlights progress and achievements – monthly, six monthly and annually.

  • Any other reports as required.

About You

For applications to be considered, a response to the key selection criteria below must be provided;

KSC 1. Demonstrated experience (10+ years desirable) developing technical responses which address climate adaptation and resilience.

KSC 2. Demonstrated knowledge of climate investments and initiatives being undertaken in the Pacific region.

KSC 3. Outstanding communication and interpersonal skills including the ability to clearly explain climate impacts and responses in a cross-cultural setting.

KSC 4. Demonstrated ability to work effectively and collaboratively across multiple teams and organisations.

KSC 5. Demonstrated commitment to the principles of capacity strengthening inclusion, localisation and equity.

KSC 6. Demonstrated ability to be resilient and adaptable in changing and challenging contexts.

KSC 7. Relevant qualification in climate science or other related field.
