The Opportunity

Abt Global seeks a qualified Senior Associate to support the Housing, Communities and Asset Building portfolio. As an experienced researcher/housing policy expert in California you will lead execution of two aspects of our housing strategy: 1) grow Abt's capacity to deliver in the areas of homelessness assistance, housing assistance, housing development, and disaster recovery.; and 2) expand Abt’s work, relationships and reputation at the state level (with an initial focus on the State of California.). You will lead business development efforts, oversee and manage complex and large projects, and act as a thought leader and advisor to key clients.

Core Responsibilities:

  • Work with Abt leaders, client account leads and others to expand Abt’s market in sustainable housing and community development, and disaster recovery, with a focus on HUD and key Western states.

  • Lead the effort to expand Abt’s housing development, homelessness and rental assistance and community development portfolio in the State of California.

  • Oversee and manage significant business development opportunities, including developing new markets, and work with other Abt Divisions to position Abt for new opportunities.

  • Track state legislation and regulatory challenges impacting housing and homelessness initiatives.

  • Engage with policymakers and interested stakeholders to gain insight and share Abt’s work into state strategies aimed at increasing housing supply and affordability, and ending homelessness.

  • Engage in thought leadership activities such as presenting at conferences and meetings, publishing in peer reviewed journals, developing blog posts, participating in podcasts, or other related activities.

  • Lead the implementation of large-scale projects. Ensure project delivery commitments and client expectations are met– mission, scope, schedule, and quality of deliverables. This may include a direct or indirect quality assurance role on projects.

What We Value

  • Bachelor’s Degree + 12 years of relevant experience, or Master’s Degree + 10 years of relevant experience, or PhD + 8 years of relevant experience.

  • Strong knowledge of housing policy and programs. Experience with housing-related organizations in California.

  • Strong commitment to Abt’s mission and to equity, diversity, and inclusion.

  • Familiarity and commitment toequitable evaluation and/or policies and programs to advance racial equity.

  • Strong commitment and aptitude in working collaboratively in teams and mentoring peers.

  • Strong technical skills in qualitative data collection and analysis, rapid cycle learning, policy analysis or continuous quality improvement. May have quantitative analysis skills, but not required. May have technical skills with software packages (e.g., SAS, Stata, R, NVivo), although not required.

  • Spanish language skills are desirable but not required.

  • Must reside in California, preferably in Northern California.

This position offers an anticipated annual base salary range of approximately $140,000 to $180,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
