Abt Associates Deputy Chief of Party - LHSS Vietnam in Hanoi, Vietnam
Abt Associates seeks a qualified expert in health systems and health finance to serve as Deputy Chief of Party for the USAID-funded Local Health System Sustainability (LHSS) Vietnam Activity based in Hanoi, Vietnam. LHSS Vietnam Activity launched in October 2020 and is anticipated to run through September 2024.
To achieve its goal of ending HIV and TB by 2030, the Government of Vietnam has significantly increased its domestic funding and management responsibility for the HIV and TB responses, including integrating HIV into services covered by social health insurance (SHI). However, significant challenges remain in to ensure sustainable transitioning of management, leadership and funding of the full HIV and TB responses (including prevention) from international donors including PEPFAR and the Global Fund. The LHSS Activity builds on more than ten years of expertise providing health systems strengthening and health financing technical assistance to the Government of Vietnam (GVN) provided by Abt through a series of USAID-funded projects. LHSS is currently the only USAID-funded project focused on Health Systems Strengthening in Vietnam with a critical role in strengthening GVN’s ownership of the national HIV and TB responses and financing equitable access to health more broadly. Specifically, the LHSS Vietnam Activity is working to further the following objectives:
Support the GVN to strengthen its public financial management (PFM) systems to mobilize domestic resources and increase available funding for public health while also achieving greater efficiencies in social health insurance (SHI).
Support the GVN to sustainably finance HIV prevention and treatment services.
Strengthen the capacity of Vietnam’s supply chain management system, including ensuring a continuous and uninterrupted supply of best-value, high-quality commodities that drive improved patient outcomes.
Support the GVN to integrate TB services into SHI.

Within that context, the DCOP will provide strategic technical leadership, management, and strong technical direction and support in advancing health financing and strengthening public financial management for health funding. The DCOP will provide technical guidance and support to both the project team and GVN counterparts as appropriate. The LHSS Vietnam PFM and health financing technical leads will report directly to the DCOP, who will report to the Chief of Party (COP).
Key Roles and Responsibilities
Provide strategic leadership, management, and technical direction and support to the COP, assisting in areas including strategic vision setting, work planning, performance management, engagement with local counterparts, and strategic communications.
Provide technical leadership to health financing interventions in support of sustainable domestic financing of HIV and TB and strengthened health finance writ large in the context of a strengthened role for SHI in a decentralized health system, in accordance with global best practices.
In collaboration with the COP, oversee the timely production of quality deliverables to USAID, such as quarterly and annual reports, work plans, technical reports, and publications.
In collaboration with the COP, ensure technical activities are properly budgeted and managed withing budget.
Manage technical leads and ensure a cohesive and productive team dynamic.
Support reporting, updating and implementing technical strategies, identifying technical assistance needs, and mobilizing required technical resources and staff.
Assume primary responsibility for managing the work and monitoring the performance of international and local subcontractors, working with regional and technical staff to ensure that all activities and outputs are technically sound and appropriate.
Work with counterparts in USAID, other development partners, and local government stakeholders to meet Activity objectives.
Contribute to building lasting in-country capacity for financing in the health sector.
More than10 years of relevant professional experience with a Master’s Degree, or at least 8 years with a Doctorate in a related subject area such as health finance, public health, economics, or related field.
Recognized expertise in heath financing, with demonstrated success in strengthening health financing required; experience strengthening public financial management systems preferred.
Demonstrated experience implementing complex-donor funded development projects.
At least three years of experience managing professional teams.
Proven experience working in leadership roles on international development projects funded by USAID.
Demonstrated ability to work effectively with donors, and NGOs, and government counterparts at all levels.
Substantial low and middle-income country context experience, combining health systems strengthening, health financing, and broad competencies in HIV/AIDS and TB (preferred).
Proven professional knowledge of MS Office applications and appropriate organizational skills.
Excellent oral and written communication skills in English.
