Abt Global Inc. Senior Coordinator – RAEOA Health Sector Support in Dili, East Timor

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved well-being for Timor-Leste’s people. PHD aims to deliver a lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development.’ Through PHD, Australia supports the Government of Timor-Leste (GoTL) to deliver higher quality and inclusive services in primary healthcare, basic education and social protection.

About the Opportunity

The Ministry of Health and DFAT jointly identified RAEOA as an area for the health system strengthening program, along with the municipalities of Dili and Ermera. The Senior Coordinator – RAEOA Health Sector Support will be the main point of contact for the program, based in RAEOA.

The role will manage, facilitate, and coordinate all PHD’s support for RAEOA Health Services. Specifically, it includes interactive engagement and coordination with the RAEOA Health Services Management Team, PHD-funded technical implementing partners and other development partners, to support the delivery of primary healthcare services program and priorities in RAEOA.

The Senior Coordinator will ensure that gender equality and disability inclusion (including mental health), and nutrition are mainstreamed in all activities. Noting the administrative arrangements (Special Zone) and the unique geographical location of RAEOA, the role is expected to engage at the Regional Secretary level, represent the program, perform the duties independently, and seek timely and effective support from the national program team (i.e. the Roving Team, gender adviser, disability senior officer, etc.), when required. Building a trusted and respectful collaboration with RAEOA stakeholders is a key expectation from this role.

The Senior Coordinator – RAEOA Health Sector Support will provide:

Stakeholders Management and Coordination

  • Establish regular coordination and discussion with the REAOA Health Services Management Team (informed by monthly work plan and reports)

  • Establish regular coordination with CHC Management, through scheduled health facility visits, particularly to the Phased facilities.

  • Coordinate, organize and present PHD program (including programs implemented through grant partners) as one-consolidated support to RAEOA Health and Nutrition services.

  • Develop professional, collegiate, supportive relationships with senior executives of RAEOA Region and be available to provide advice and mentoring on development partner coordination and mobilisation of non-health agencies as required.

Activity Planning and Management

  • Participate actively (and facilitate, as required) in the RAEOA Health Services’ development of Annual Action Plans, to inform PHD’s investment support.

  • Facilitate, inform and review (including for viability) the development of specific technical, financial, logistical and administrative requests for PHD Health and Nutrition support to RAEOA PHC Services (including cross-checking with AAP and budget priorities)

  • Conduct regular visits to all health facilities (main focus on Phased facilities) to verify needs and context changes, including through regular supportive supervision visits with RHS counterparts (i.e. DPHOs).

  • Work with the Roving Team and CHC Management and DPHOs to develop, implement and monitor the consolidated Improvement Plan for Phased Facilities and the RHS Management Team.

  • Ensure timely communication with the PHD MHSS team and relevant implementing partners in anticipating and attending relevant RAEOA Health Services meetings and events.

  • Review and update the health and nutrition sector stakeholders mapping for RAEOA, in collaboration with RAEOA’s Partnership Focal Point.

  • Support RAEOA Health Services and CHC Management in the review of sector performance data and the preparation of the presentation for the quarterly, 6-monthly, and annual review, coordination, and evaluation meetings at CHC, RHS, and National levels.

  • Develop and share monthly key events and activities with MHSS Manager to be shared with DFAT and PHD implementing partners.

  • Facilitate potential support from other development partners and sectors for the effective delivery of PHC services in RAEOA.

Monitoring (including contextual monitoring) and Reporting.

  • Document information (including pictures) to inform regular (weekly or monthly) reports and discussions with RHS Management and PHD MHSS Manager, per the agreed individual work plan.

  • Monitor and document the progress of program activity implementation in RAEOA, and contribute to PHD’s periodic program reporting, as per the agreed reporting format.

  • Prepare points for relevant briefing documents on health and nutrition program interventions in RAEOA.

  • Support the development of program presentations to different stakeholders.

  • Identify strategic issues that require attention and management or technical support from the PHD Health and Nutrition Team.

About You

We are seeking an individual who possesses:

  • A minimum bachelor’s degree in medicine, public health management or public health administration or a relevant health profession.

  • Substantial (minimum of 5 years) professional experience in health program cycle management, partnership relation management, decentralisation of planning and budgeting at municipal level facilitation

  • Exceptional interpersonal skills and proven experience in developing and maintaining relationships with senior partner government officials, development and technical partners representatives and other key stakeholders.

  • Sound writing and documentation skills including the preparation and storage of weekly and monthly reports, briefs and pictures.

  • Sufficient level of digital literacy, particularly in MS Word, Excel and PowerPoint

  • Proficient in Tetum, English (moderate level), Indonesian, with Portugues as a desirable criterion.
