Abt Global Inc. Officer – Nutrition Support in Dili, East Timor

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s (GoTL) Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the GoTL to deliver higher quality and inclusive services in primary health, basic education and social protection.

Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.

About the Opportunity

Managed by PHD Nutrition Manager, the Officer – Nutrition Support will manage the day-to-day operational and administrative tasks including organising meetings, document and distribute meeting minutes, and follow-up on requests and activities from relevant stakeholders, both at national and municipality levels. As required, the role will also support and participate in the joint monitoring visits coordinated by the relevant government institutions.

Key responsibilities will include:

Program Administration

  • Manage the day-today administrative tasks for nutrition response, including coordinate and organize meetings, activities, and events, both internally and externally at national and sub-national levels,

  • Coordinate administration, finance and logistics planning and requirement for activities, field trips and events, including:

  • Lodge trip/activity requests and follow-up with Finance and Fleet team, as required.

  • Ensure payments of per-diem, accommodation and travel costs’ needs requested and acquitted as per procedures and undertaken in timely manner.

  • Follow-up on requests and activities from relevant stakeholders.

  • When required, participate in joint/integrated monitoring with MoH and relevant stakeholders, and document monitoring reports;

  • When required, provide support in preparing information which contributes to PHD’s health reports;

  • Support in organise workshops, conferences, seminars, and other special meetings, including activities such as preparation of invitations, and relevant documents prior to and after events;

  • Document meeting minutes and distribute to meeting participants.

Procurement & Communication

  • Work with PHD Procurement and Translation Team to assist with day-to-day nutrition procurement and logistics needs,

  • Attend to require logistical support from internal and externa service providers,

  • Work with communication team in the development and design of IEC materials,

Performance Indicators

  • Effective delivery and management of all administrative and support tasks of delivering PHD’s nutrition mainstreaming efforts.

  • Minutes of all relevant meetings documented reports from joint monitoring/activities

  • Effective internal and external relationships with relevant stakeholders made.

  • Relevant contribution to reports on PHD’s nutrition mainstreaming efforts.

Other

Respond to other requests within PHD nutrition response.

About You

We are seeking an individual for this position who has the following:

  • Relevant tertiary qualifications.

  • Technical knowledge of public health and nutrition

  • Three or more years’ professional experience providing high-level support to a senior manager and/or to their executives.

  • Demonstrated organizational and time management skills.

  • Flexible and able to work effectively on multiple tasks.

  • Excellent interpersonal and communication skills.

  • Demonstrated ability to build and maintain positive professional relationships across a team and with a range of stakeholders.

  • Able to work well in a team, as well as the ability to manage and oversee office responsibilities without supervision.

  • Responds well in a stressful, dynamic environment.

  • Attentive to detail, speed, accuracy, and following up on tasks.

  • Fluency in English and Tetun-Prasa is essential, with demonstrated strong written and verbal communication skills.
