The Opportunity

The Employ Activity will equip Cambodia’s emerging workforce with job skills tailored to sectors that will drive inclusive economic growth and diversification over the coming decade. Working with local partners such as NGOs, private businesses, universities, and vocational training institutions, Employ will improve the capabilities of women and youth in science, technology, and innovation, concentrating on areas like the green economy, STEM-related fields, digital technology, and manufacturing, among others.

As the Monitoring & Evaluation (M&E)/Collaborating, Learning & Adapting (CLA) Director, you will oversee the monitoring, evaluation, and adaptive learning aspects of the Employ Activity. Responsibilities will include designing and implementing the M&E/CLA Plan, facilitating the effective and continuous use of data for decision-making, and ensuring the project meets or exceeds its targets and achieves results. Additionally, you will lead the project's collaboration, learning, and adaptation agenda, as well as any operational research studies or assessments. The position will provide primary support to the team for timely and high-quality reporting of all M&E/CLA, research, and assessment data. Substantial experience in managing and implementing M&E/CLA initiatives is essential. The candidate must also have a successful track record in fostering a culture of collaborative learning, along with strong data analysis and writing skills.

Core Responsibilities

  • Oversees the development and implementation of a comprehensive M&E/CLA Plan that guides the effective and continuous use of data for programming decisions at all levels.

  • Develops and oversees the project’s collaboration, learning and adaptation (CLA) agenda and any operational research studies or assessments undertaken by the project.

  • Directly supervises and manages the performance of M&E/CLA staff.

  • Provides coaching and support to local partners and grantees to co-create and lead distinct M&E/CLA activities.

  • Closely collaborates with the COP and DCOP to monitor project performance and results, ensuring alignment with results-oriented indicators, high quality deliverables, and timely, relevant reporting that informs program adaptations.

  • Cultivates strong, practical and inclusive M&E/CLA leadership and capacity building efforts to promote routine reporting, data-informed approaches, and engagement of Cambodian stakeholders, including local organizations, universities, TVETs, the private sector, and particularly youth and women.

  • Oversees development of quantitative and qualitative data collection tools, ensures data collection integrity, data quality, and security standards (including cyber safeguarding), and conducts periodic internal quality checks to verify the accuracy of project reported data.

  • Supports and oversees the design and implementation of needs-based operational research, evaluations, or assessments.

  • Leads preparation of all program reporting requirements and lead the development of learning products for information sharing with appropriate stakeholders.

What We Value

  • Minimum of a Master’s Degree in education, business administration, international development, public policy or other relevant field.

  • Minimum of ten years of relevant professional experience (or Bachelor's and twelve years) in monitoring, evaluation, and adaptive learning and research in economic growth, workforce development, youth employment or higher education sectors, with progressively increasing level of responsibility; experience with USAID-funded activities preferred.

  • Demonstrated expertise in rigorous quantitative research and analytical methods, some experience with qualitative research; firm command of M&E/CLA in the Cambodian environment.

  • Demonstrated hands-on practical experience setting up and managing M&E/CLA systems for USAID or other donor programs in the sectors mentioned above.

  • Strong interpersonal skills, initiative, good judgment, demonstrated team leadership, and problem-solving abilities.

  • Extensive experience in knowledge management and dissemination of results and research findings.

  • Computer literacy (MS Word, MS Excel, statistical software).

  • Must be fluent in English, with strong oral, written communication, and presentations skills.
